AI Summary
This bill:
1. Requires all public transportation systems in New York to purchase only zero-emission buses starting January 1, 2029, with the goal of transitioning to 100% zero-emission fleets by 2040. It allows for some exceptions and extensions to the 2029 deadline if certain criteria are met.
2. Directs the Department of Transportation to consider the zero-emission bus requirements when disbursing capital project funding and to facilitate coordination between transit systems to meet the requirements.
3. It also requires these entities to develop workforce development plans to address job impacts from the transition.
4. Authorizes political subdivisions operating public transportation systems to purchase electric-powered buses through existing contracts without competitive bidding, and includes similar workforce development plan requirements.
5. Requires public transportation systems to use a best-value contracting framework when procuring zero-emission buses, considering factors like job quality, community impacts, and emissions reduction.
