This bill amends Title 46 (Legislature) of the Pennsylvania Consolidated Statutes to require the Pennsylvania Commission on Sentencing to provide racial impact statements for any proposed legislation that would create a new criminal offense, change an existing offense, create a new penalty or provision related to sentencing, or change an existing law related to sentencing. The racial impact statement must include an estimate of how the legislation would change the racial and ethnic composition of the criminal offender population and juvenile court system, as well as the methodologies and assumptions used in preparing the estimate. The bill also outlines the procedural requirements for requesting and attaching the racial impact statement before the proposed legislation can be considered.
