This bill amends the social services law to add a new section 367-j, which defines "complex rehabilitation technology" and "complex needs patients" and establishes reimbursement and billing procedures for the Medicaid program. The bill requires the commissioner to maintain specific reimbursement and billing procedures for complex rehabilitation technology products to ensure adequate access for complex needs patients, and to monitor the addition of new billing codes by the Medicare program and expeditiously incorporate them under Medicaid. The bill also requires managed care organizations to determine reimbursement rates for these products consistent with the new provisions, and allows the commissioner to establish minimum benchmark reimbursement rates to be paid by managed care organizations.
