This bill enacts provisions relating to collective negotiations by health care providers with certain health care plans in certain counties. It applies to health benefit plans that provide benefits for medical or surgical expenses incurred as a result of a health condition, accident, or sickness, including individual, group, blanket, or franchise insurance policies or agreements offered by certain entities. The bill allows health care providers in the designated demonstration service area to collectively negotiate certain non-fee-related contract terms and conditions with health care plans, and to collectively negotiate fees if the health care plan has a substantial market share in the area. The bill establishes requirements for the health care providers' representative and the collective negotiation process, and requires the Department of Health to monitor and report on the implementation of the demonstration program.
