This bill clarifies the authority of municipalities in Mississippi by retroactively and prospectively prohibiting them from restricting the exercise of free speech and other fundamental rights within the immediate vicinity of medical or health care facilities, unless such restrictions are specifically authorized by another state statute or law. The bill amends sections of the Mississippi Code to make it clear that municipalities do not have the power to regulate, directly or indirectly, the exercise of free speech or other fundamental rights in the area around medical facilities without prior legislative approval.
