This Joint Resolution proposes three amendments to the U.S. Constitution: first, it would grant the President the power of a "line item veto," allowing the President to reject specific spending items within a bill without vetoing the entire bill, a power that Congress could override with a separate vote on the rejected item; second, it would limit the number of terms a Member of Congress can serve, setting a maximum of six terms for Representatives and two terms for Senators, with specific rules for how partial terms are counted; and third, it would require a supermajority vote of two-thirds of the members in both the House of Representatives and the Senate to pass any legislation that creates new taxes or fees, or increases existing ones, by raising rates, amounts, or reducing exemptions.
