This bill prohibits the sale of whipped cream chargers, which are steel cylinders or cartridges filled with nitrous oxide (N2O) used as a whipping agent in whipped cream dispensers, to any person under the age of twenty-one in New York. It requires businesses selling or distributing these chargers to verify the legal age of the purchaser, except for individuals who reasonably appear to be at least twenty-five years old. Businesses that violate these provisions may be subject to civil penalties of up to $250 for the first offense and $500 for subsequent offenses.
