This bill establishes a green fee surcharge of $40 on transient accommodations in Hawaii, with the revenue deposited into a newly created Conservation Workforce Special Fund. The fund will be used to support workforce programs and services aimed at meeting the goals of the Aloha+ Challenge natural resource management targets and the International Union for Conservation of Nature's 30by30 goals, such as increasing freshwater capacity, managing marine waters, addressing invasive species, and supporting threatened and endangered native species. The bill also forms a public-private advisory committee to develop funding criteria and a governance framework to ensure the fidelity of the special fund towards natural resource management and conservation job growth. This pilot program will be in effect for ten years, from July 1, 2021, to June 30, 2031.
