This bill amends the Public Health Law to apply a special Medicaid rate for facilities or discrete units within facilities that provide long-term nursing or medical services for persons returning from incarceration. Specifically, it adds these facilities or units to the list of categories that shall receive rates no less than equivalent to the rates in effect on December 31, 2006, trended forward for inflation. The bill also amends the law to include these facilities or units in the provisions that allow their non-capital component of the rates to reflect the rates in effect on January 1, 2009, as adjusted for inflation and rate appeals.
