This bill provides for the suspension of public assistance to owners of privately owned residential housing in New York City who are in violation of certain New York City Department of Housing Preservation and Development (HPD) standards. Specifically, it states that any state or city agency providing financial assistance to such owners must suspend payments until all "class C" violations (the most serious type of housing code violations) are removed by the HPD. During this suspension period, owners who have not corrected the violations and been removed from the HPD's "problem owner list" are prohibited from evicting tenants for nonpayment of rent or lease violations related to the violations that led to the assistance suspension.
