This bill proposes to adopt the Agreement Among the States to Elect the President by National Popular Vote. The key provisions of the agreement include: 1) Member states will conduct statewide popular elections for President and Vice President, 2) The presidential slate with the largest national popular vote total will be designated as the "national popular vote winner," 3) Each member state will certify the appointment of the elector slate nominated in association with the national popular vote winner, and 4) The agreement will take effect when states cumulatively possessing a majority of the electoral votes have enacted it. The bill also specifies that if the laws of Texas conflict with the compact, the compact will control, except in the case of a conflict with the Texas Constitution.
