This bill creates the Camino Real Regional Utility Authority, a special district and political subdivision of the state of New Mexico. The authority is responsible for providing water and wastewater services within its service area, which was previously served by a joint powers agreement between the city of Sunland Park and Dona Ana County. The authority is governed by a board of directors consisting of two municipal members, two county members, and three public members. The authority has the power to issue utility system revenue bonds to finance the acquisition, maintenance, and improvement of water and wastewater facilities, and the bonds and their income are exempt from state and local taxation. The authority is subject to the Procurement Code, the Eminent Domain Code, and various provisions of Chapter 72 of the New Mexico Statutes regarding water rights and use.
