This bill creates the Rural Opportunity Committee, a joint interim legislative committee that will function from the date of its appointment until the first day of December prior to the first session of the fifty-sixth legislature. The committee will be composed of 14 members, with proportional representation from the two major political parties in the state legislature. The committee's duties include reviewing issues affecting rural areas, identifying barriers to economic and educational opportunities in those areas, assessing funding sources and opportunities for investment, developing a long-term plan to address rural needs, reviewing tax policy, coordinating with the Governor's office, and proposing legislation to support rural communities. The committee is required to submit a report of its findings and recommendations to the New Mexico Legislative Council by December 15 of each year. The bill also declares an emergency, allowing it to take effect immediately.
