This bill, titled the "Life at Conception Act of 2021," seeks to implement equal protection under the 14th Amendment of the U.S. Constitution for the right to life of each born and preborn human person, starting from the moment of fertilization or cloning. The bill defines "human person" and "human being" to include all stages of life, from fertilization or cloning onwards. The term "State" is also defined to include the District of Columbia, Puerto Rico, and other U.S. territories and possessions for the purposes of applying the 14th Amendment and other relevant constitutional provisions. The bill explicitly states that it should not be construed to require the prosecution of women for the death of their unborn children, prohibit in vitro fertilization, or prohibit the use of birth control or other means of preventing fertilization.
