This bill amends the Correction Law to redefine the term "direct relationship" for the purposes of Article 23-A, which governs the licensure and employment of persons previously convicted of criminal offenses. The new definition states that there must be a substantial connection between the nature of the crime and the duties or responsibilities of the license or job in question, and that such connection would create an unreasonable risk to property, safety, or welfare for the public. The bill also removes the previous language that allowed for the denial or adverse action against a license or employment based on a finding of lack of "good moral character" due to a prior conviction.
