AN ACT to amend the insurance law, in relation to coverage of early intervention services

This bill amends the insurance law to require that no accident and health insurance policy, including those issued under Article 43, shall exclude coverage for early intervention program services. The bill also states that the individualized family services plan certified by the early intervention official shall be deemed to meet any precertification, preauthorization, and medical necessity requirements imposed on benefits under the policy or contract. Additionally, the bill prohibits insurers from denying payment of an early intervention claim based on the location of service, the duration of the child's condition, or the provider not being a network or participating provider.
