AN ACT to amend the executive law, in relation to permitting private employers to adopt a veterans' preference employment policy

This bill amends the executive law to allow private employers to voluntarily adopt a veterans' preference employment policy. A "private employer" is defined as a corporation, partnership, limited liability company, not-for-profit corporation, or other private entity with one or more employees, excluding the state, municipalities, counties, or school districts. A "veteran" is defined as an individual who served on active duty in the U.S. military for more than 180 days and was discharged with other than a dishonorable discharge, was discharged due to a service-connected disability, or was discharged from active duty service under an order to active duty. The veterans' preference employment policy must be in writing and applied uniformly to hiring, promotion, and retention decisions.
