This bill amends the Vehicle and Traffic Law to authorize drivers to disobey a traffic-control device or signal, after exercising reasonable care, in order to yield the right of way to an authorized emergency vehicle. The bill requires municipalities that use traffic-control signal photo violation monitoring devices to establish a program to review violations and void any notices of liability if the driver was authorized to disobey the signal to yield to an emergency vehicle. The bill also clarifies that drivers may disobey certain traffic signals, such as flashing red lights or lane-use control signals, to yield to an emergency vehicle.
