This bill amends, repeals, and adds to existing law to provide for a uniform system of accounting and financial transparency from local governmental entities and education providers. It establishes a committee on uniform accounting and transparency for local governmental entities to develop, approve, monitor, and revise the uniform accounting, budgeting, and financial reporting system and manual. The state controller is required to create a public website for reporting local governmental entities' and education providers' accounting, budgeting, and financial data to provide leaders, decision-makers, and citizens easy access to search, view, and compare data across the state. The bill also imposes penalties for local governmental entities that fail to comply with the reporting requirements.
