It removes the authority of local boards of election to make their own rules, and instead outlines specific requirements for how objections must be specified, including identifying the volume, page, and line number of any signatures being objected to, grouping all objections related to a single signature line, and providing a duplicate copy of the objections to the candidates. The bill also requires the board of elections to provide an opportunity for the objector and candidates to be heard before making a determination on the sufficiency of the petition or certificate.
