This bill enacts the "Forfeiture of Campaign Finance Accounts and Return of Contributions Act." It amends the Election Law by adding a new section 14-134 that requires campaign finance accounts to be forfeited to the New York State Comptroller in certain situations, such as when a person is indicted or charged with a crime and resigns from office, is convicted of a felony or crime that would disqualify them from holding office, or resigns due to ethics violations. The Comptroller is then responsible for returning the forfeited campaign funds to the original donors as quickly as possible, and any unclaimed funds may be used to cover the Comptroller's administrative costs.
