This bill requires the Human Services Department to convene a "Bridges Across New Mexico Behavioral Health Consortium" that includes bipartisan representation from the state legislature, the congressional delegation, the courts, the business sector, and organizations focused on behavioral health, housing, and homeless services. The consortium is tasked with reviewing the construction of residential treatment facilities, assessing current youth and adult facilities, reviewing transitional housing and job development programs, developing a drug prevention program for schools, reviewing laws on driving while intoxicated, and discussing the availability of regional substance use counseling programs. The bill also appropriates $50,000 to the Human Services Department to contract with a behavioral health policy expert to assist the consortium in developing a statewide action plan to be presented to the legislature and relevant state agencies.
