AI Summary

This bill establishes an automatic voter registration system in New Mexico. It requires the Motor Vehicle Division of the Taxation and Revenue Department and other designated state agencies to transmit electronic records to the Secretary of State when a person demonstrates U.S. citizenship during a transaction. The Secretary of State will then forward eligible records to the appropriate county clerk to register the person to vote, unless the person opts out. The bill also allows for updates to existing voter registrations based on transactions at the Motor Vehicle Division and other state agencies. It makes conforming changes to existing voter registration laws to accommodate the new automatic registration process.
