This bill creates the Opportunity Scholarship Act, which establishes two types of scholarships: a two-year opportunity scholarship for students enrolled in two-year programs at eligible institutions, and a four-year opportunity scholarship for students enrolled in four-year programs at eligible institutions. The bill defines the requirements for qualified students, including recent high school graduates and returning students without an associate's, bachelor's, master's or doctoral degree. It creates the Opportunity Scholarship Fund to be administered by the Higher Education Department and appropriates $26 million from the general fund for two-year opportunity scholarships and $4 million for supporting the education of returning lottery scholarship students.
