This Memorial requests the New Mexico Legislative Council to form a joint subcommittee composed of members from the interim committees focused on courts, corrections, and justice, and economic and rural development. The purpose of this subcommittee is to study the economic consequences of closing private prisons in New Mexico, which have not delivered the promised cost savings and have led to job losses and reduced tax revenue when facilities have closed, as seen in Torrance County. The subcommittee will examine strategies to lessen these negative economic impacts, including supporting local economies, improving correctional practices with evidence-based alternatives to incarceration, and providing resources for displaced workers. The subcommittee is expected to report its findings and recommendations by October 15, 2021.
