This bill changes the membership of the Interstate Stream Commission (ISC) in New Mexico. It repeals the existing law and enacts a new section to create the ISC, which will consist of the state engineer and eight members appointed by the governor with the advice and consent of the senate. The appointed members must have at least 10 years of experience with New Mexico water resources and represent various stakeholder groups, including irrigation or conservancy districts, an acequia or community ditch, a drinking water utility, the water resources research institute or a university faculty, and a professional hydrogeologist or water resources engineer. The bill also includes provisions for staggered terms, political party representation, and removal of members. The bill takes effect on July 1, 2021, and allows current ISC members to continue serving until their replacements are appointed.
