This bill makes several changes to the Developmental Disabilities Act in New Mexico. The key provisions include: - Renaming the Developmental Disabilities Planning Council as the Developmental Disabilities Council. - Revising the council's membership requirements, including that at least 60% of members must be individuals with developmental disabilities, parents/guardians of those with developmental disabilities, or immediate relatives/guardians of adults with mentally impairing developmental disabilities. - Expanding the council's powers and duties, such as providing statewide advocacy, developing a five-year plan, and reviewing and commenting on state plans related to developmental disability programs. - Clarifying the definition of "developmental disability" for purposes of eligibility for support and services. - Requiring the council to conduct a comprehensive review and analysis of the availability of services and supports for individuals with developmental disabilities and their families, and repeat this analysis at least every five years. - Mandating that certain state agencies provide annual data and information to the council on services for individuals with developmental disabilities. - Establishing requirements for the council to coordinate an information and referral system and employ an executive director. - Authorizing the Department of Health to acquire, provide, or coordinate support and services for individuals with developmental disabilities, subject to available appropriations.
