This bill amends the New Mexico law on the use and disclosure of electronic health care information. It allows health care providers, institutions, and group purchasers to disclose an individual's medical information for treatment, payment, and health care operations, as long as it complies with federal laws like the Health Insurance Portability and Accountability Act (HIPAA). The bill also requires record locator services, which help track where a patient's medical records are located, to maintain audit logs of who accesses the information and allow patients to exclude their information from the service. The bill takes effect on July 1, 2021.
