This bill requires the Public Education Department to convene a working group to study a biliteracy and oral language development framework. The working group will include local experts, tribal language experts, service providers, universities, school districts, and charter schools that have successfully implemented such a framework. The group will identify a biliteracy and oral language development framework that can improve the biliteracy rate and indigenous oral language development in New Mexico, and provide guidance on best practices and professional development to support school districts and charter schools implementing bilingual multicultural education programs. The bill also appropriates $400,000 from the general fund to the Public Education Department to cover the expenses of the working group, including hiring experts and publishing a final report.
