This bill amends the requirements for eligibility for a student to receive a legislative lottery scholarship in response to a public health emergency. It allows the Secretary of Higher Education to include in the definition of a "qualified student" a student who maintains residency in New Mexico, has a cumulative GPA of 2.0 or higher, and completes 12 or more credit hours per semester at a state educational institution or 9 or more hours at a community college. The bill also allows the Secretary to determine that any semester during a public health emergency does not count as a program semester for which the student received a tuition scholarship, and that a student who was otherwise eligible but failed to complete a program semester or was not enrolled during the emergency remains eligible for the scholarship.
