This bill enacts new provisions to the Absent Voter Act in New Mexico. It establishes a "permanent absentee voter list" where voters can apply to automatically receive mailed ballots for each statewide election. Voters on the list will remain on it unless they fail to return ballots in two consecutive elections, have mail returned as undeliverable, have their voter registration canceled, or request to be removed. The county clerk is required to maintain the list and make it publicly available. The bill also specifies that voters on the permanent list who are not registered with a major party will not automatically receive a primary election ballot, but can update their registration to participate. The new provisions take effect on January 1, 2022.
