This bill proposes a constitutional amendment that would prohibit any municipality located entirely within Tuscaloosa County from increasing its sales and use tax rate without the approval of a majority of the municipality's qualified voters in a referendum held during the next regularly scheduled general election. The amendment would require the municipality to publish notice of the referendum and hold at least two public hearings on the proposed tax increase prior to the referendum.
