This bill defines "ethnic studies" as the interdisciplinary study of multiple perspectives through the examination of social, ethnic, cultural, gender, and historical experiences to build critical thinking skills. It requires ethnic studies instruction relating to New Mexico history for students in kindergarten through third grade, and adds a new requirement for one-half unit in ethnic studies for high school graduation beginning in the 2023-2024 school year. The bill also creates a temporary "ethnic studies council" to study and identify next steps in developing ethnic studies curricula in public schools, with the council reporting its findings and recommendations to the legislative education study committee by July 1, 2022.
