This bill creates the Nontraditional Communication or Disability Registry to improve the safety of drivers, occupants of motor vehicles, and law enforcement officers. The bill requires law enforcement officers to consult the registry prior to interacting with a person inside a motor vehicle, and to take appropriate precautions if the vehicle is registered. The registry will identify vehicles driven or occupied by a person with a medical condition or disability that may affect their ability to communicate or respond appropriately to law enforcement, such as autism spectrum disorder, deafness, brain injury, intellectual disability, or seizure disorder. The bill also amends the Motor Vehicle Code to allow vehicle owners to voluntarily add their vehicle to the registry.
