This bill establishes Arkansas as a Second Amendment sanctuary state. It declares that all federal firearms laws that infringe on the right to keep and bear arms as guaranteed by the Second Amendment and the Arkansas Constitution are invalid and unenforceable in the state, unless specifically ratified and approved by the state's General Assembly through the normal legislative process. The bill also prohibits local and municipal governments from using their assets to implement or aid in the implementation of any federal orders, regulations, or laws that infringe on the right to keep and bear arms or deny a person's due process rights. Additionally, it bans the use of local government assets to implement the REAL ID Act of 2005.
