This bill amends the Not-for-Profit Corporation Law and the Public Authorities Law to make certain not-for-profit corporations affiliated with, sponsored by, or created by a government entity subject to the state's open meetings and freedom of information laws. The bill defines "local authority" to include such not-for-profit corporations and requires state and local authorities, as well as their subsidiaries and affiliates, to livestream and maintain recordings of open meetings and public hearings. The bill also includes provisions related to the incorporation and approval process for certain not-for-profit corporations, and limits the term of contracts between local development corporations and government entities to 25 years.
