This bill revises a prohibition relating to any solicitation for construction services paid for with state or locally appropriated funds. It redefines the term "public works project" to mean an activity exceeding $1 million in value that is paid for with any state-appropriated funds. The bill prohibits the state or any political subdivision that contracts for a public works project from taking certain actions, such as preventing a certified, licensed, or registered contractor, subcontractor, or material supplier or carrier from participating in the bidding process based on their geographic location, or requiring a contractor, subcontractor, or material supplier or carrier to pay employees a predetermined amount of wages or provide specified employee benefits. The bill also prohibits the state or any political subdivision from prohibiting any qualified, licensed, or certified contractor, subcontractor, or material supplier or carrier from receiving information about public works opportunities or submitting a bid on the public works project.
