This bill requires institutions and local correctional facilities to provide breast pumps and related collection and storage materials to mothers who are confined or committed there with or without their child, up until the child's first birthday or, in limited circumstances related to parole, up until the child's eighteenth month. The bill also requires the Commissioner of Corrections and Community Supervision to establish a uniform policy for all such facilities to address various aspects of breastfeeding and lactation support for incarcerated mothers, while ensuring that participation in any such policy is voluntary and not subject to negative consequences.
