This bill requires the Commissioner of Education, in consultation with the Department of Labor, SUNY Chancellor, and CUNY Chancellor, to develop guidelines for school districts, Boards of Cooperative Educational Services (BOCES), and higher education institutions to implement "grow your own" initiatives aimed at attracting underrepresented candidates, such as current teaching assistants, paraeducators, and students, into the teaching profession. The guidelines will include efforts for local recruitment, early recruitment pipelines starting at the middle and high school levels, partnerships with community organizations and educator preparation programs, and identifying funding sources to attract and retain these underrepresented candidates.
