This bill: - Allows certain licensed liquor retailers, dispensers, craft distillers, winegrowers, and restaurants to obtain an alcoholic beverage delivery permit to deliver alcoholic beverages directly to consumers, subject to various requirements and restrictions. - Establishes a new third-party alcohol delivery license to allow businesses to deliver alcohol on behalf of licensed retailers, with additional requirements for those businesses. - Provides tax deductions for liquor license lessors who lease their licenses to others, up to $50,000 per year for four years, if the leased license is a dispenser's license and less than 50% of sales are for off-premises consumption. - Adds a new "restaurant B" license to allow the sale of beer, wine, and spirits at restaurants, with similar requirements as the existing "restaurant A" license. - Makes various other changes to the Liquor Control Act, including around license fees, transfer of licenses, and employment of minors. - Requires the Department of Health to study the impacts of alcohol delivery five years after the law takes effect.
