This bill authorizes the office of the Chancellor of the California Community Colleges to establish the "Rising Scholars Network" program. The program will provide additional funds to up to 50 community colleges to support postsecondary education services for "justice-involved" students, which includes those who are currently or formerly incarcerated in a California correctional facility or detained in a juvenile facility. The bill requires the Board of Governors of the California Community Colleges to adopt regulations for the program that fulfill certain goals and guidance, such as designating staff with experience working with incarcerated students, providing dedicated campus meeting spaces, and fostering partnerships with external organizations. The bill also requires the Board of Governors to submit biennial reports to the legislature describing the program's efforts and providing recommendations on expanding it to all community college districts and campuses. The provisions of the bill would only be operative in a fiscal year if the legislature appropriates funds for that purpose.
