Bill Summary

An act to amend Section 38530 of the Health and Safety Code, and to amend Section 380 of the Public Utilities Code, relating to electricity.

AI Summary

This bill would require the Public Utilities Commission (PUC), by July 1, 2022, to establish a capacity valuation methodology for customer-sited energy storage resources and customer-sited hybrid resources in consultation with the Independent System Operator (ISO) and the State Energy Resources Conservation and Development Commission. The bill would also allow customer-sited distributed eligible renewable energy resources and energy storage systems participating in a demand response program to deliver electricity to the grid for purposes of providing resource adequacy. Additionally, the bill would require the PUC to ensure that changes in demand caused by load-modifying demand response are reflected in the Energy Commission's Integrated Energy Policy Report forecast and other planning proceedings.
