This bill establishes the Clean Energy and Sustainability Accelerator, a nonprofit organization that will be responsible for providing financing support and technical assistance to accelerate the deployment of low- and zero-emission technologies and processes in the United States. The Accelerator will have a finance and investment division to directly finance and invest in qualified projects or provide capital to state, territorial, and local green banks. The bill also establishes a Start-up Division to provide assistance to states and local jurisdictions that do not have green banks. The Accelerator is required to prioritize projects that serve climate-impacted communities and maximize emissions reductions per dollar invested. The Accelerator will be overseen by a Board of Directors and is subject to external oversight by the Department of Energy's Inspector General.
