This bill would expand the sales tax exemption of a manufacturer who processes raw materials into finished goods. Specifically, the bill would allow a taxpayer manufacturer to be treated as a manufacturer for all business locations in the state, even if the raw materials are not transported to the taxpayer's fixed plant location if it would be more cost-effective to bring the processing equipment to the location of the raw materials. The bill would also allow the taxpayer to be treated as a manufacturer even if the taxpayer is not the owner of the raw materials during the processing operation when operating under a contract with another taxpayer who is the title holder. This bill would take effect upon passage.
