This bill amends existing law to revise provisions regarding the governor's powers during a disaster emergency. The key provisions are: 1) The governor can issue executive orders, rules, or proclamations during a declared disaster emergency, but they must be essential to protect life or property and not overly restrictive on Idahoans' right to work; 2) A disaster emergency declaration is limited to 60 days unless extended by the legislature; 3) The legislature can terminate a disaster emergency declaration and reject any governor's orders, rules, or proclamations; 4) The governor cannot restrict the manufacturing, possession, transfer, sale, transport, storage, display or use of firearms or ammunition, or limit other constitutional rights during a disaster emergency; and 5) The governor cannot alter, adjust, or suspend any provision of the Idaho Code during a disaster emergency.
