This bill adds a new section to existing Idaho law to require that at least 70% of COVID-19 vaccine doses distributed to the state must be administered to Idaho residents within 14 days of receipt by the organization responsible for vaccine administration. The bill imposes a $5,000 per day fine on entities that fail to administer at least 70% of doses within 14 days and fail to notify the designated vaccination program administrator. The bill also requires the administrator to reallocate unused doses to entities that can administer them promptly, and prioritizes vaccine administration based on the governor's directives, while allowing doses to be given to individuals outside the priority order to prevent waste. The provisions of the bill will remain in effect until 40% of the Idaho population is fully vaccinated, the governor determines COVID-19 is no longer epidemic in the state, or July 1, 2022, whichever occurs first.
