This bill aims to improve maternal health outcomes for incarcerated individuals. It does this in several key ways: 1. It requires states that receive certain federal law enforcement grants to have laws in place restricting the use of restraints on pregnant incarcerated individuals, or else face a 25% reduction in their grant funding. 2. It directs the Attorney General to establish programs in at least 6 federal prisons to optimize maternal health outcomes for pregnant and postpartum incarcerated individuals, including providing access to perinatal health workers, healthy foods and nutrition counseling, mental health and substance use treatment, parenting support, and reentry assistance. 3. It creates a new grant program for states to establish or expand similar programs in state and local prisons and jails for pregnant and postpartum incarcerated individuals. 4. It requires reports from the Government Accountability Office and Medicaid and CHIP Payment and Access Commission on maternal and infant health outcomes for incarcerated individuals, with a focus on racial and ethnic disparities. The overall goal is to improve the standard of care and health outcomes for pregnant and postpartum individuals who are incarcerated, especially those from racial and ethnic minority groups who face disproportionate challenges.
