This bill repeals and adds to existing law to establish the Big Payette and Cascade Lakes Water Quality Act. The key provisions of the bill are: 1. It establishes the Big Payette Lake Water Quality Council and the Lake Cascade Water Quality Council, which are tasked with: (a) assessing current and projected land and water uses, (b) commissioning scientific studies on water quality and applicable water quality standards, (c) developing and regularly updating comprehensive water quality management plans, and (d) promoting the implementation of these plans by serving in an advisory capacity to local, state, and federal authorities. 2. The water quality councils do not have regulatory authority, but are required to conduct public awareness and participation programs to educate the public and involve stakeholders in the preparation and implementation of studies and plans. 3. The bill provides funding mechanisms through the creation of the Big Payette Lake Water Quality Council Trust Account and the Lake Cascade Water Quality Council Trust Account, which can receive grants, gifts, donations, and other sources of revenue to be used for the councils' purposes.
