AN ACT concerning crimes, punishment and criminal procedure; relating to controlled substances; decriminalizing possession of drugs and creating a civil fine therefor; referring those found in possession of a controlled substance to drug abuse treatment; creating the crime of failure to comply with drug abuse treatment; reducing criminal penalties for manufacturing and distributing drugs; amending K.S.A. 75-52,144 and K.S.A. 2020 Supp. 12-4104, 21-5402, 21-5703, 21- 5705, 21-5707, 21-5708, 21-5709, 21-5710, 21-5713, 21-6303, 21- 6604, 21-6805, 21-6812, 21-6813, 21-6824 and 65-6235 and repealing the existing sections; also repealing K.S.A. 2020 Supp. 21-5706. 11
