This bill establishes the "Easy Enrollment Program" to be implemented by the Taxation and Revenue Department, the Human Services Department, and the New Mexico Health Insurance Exchange. By January 1, 2022, the agencies must implement the Easy Enrollment Program to determine if taxpayers are uninsured and conduct outreach to help them enroll in free or low-cost health insurance plans. 2. Taxpayers can consent to have their "insurance-relevant information" (such as income, household size, and contact information) shared with the Human Services Department and the Exchange to determine their eligibility for Medicaid, Medicare, or health plans through the Exchange. 3. The Human Services Department must enroll eligible taxpayers in Medicaid, and the Exchange must provide information about and facilitate enrollment in the least expensive health plan available through the Exchange. 4. The bill also amends existing law to allow the Taxation and Revenue Department to share taxpayers' "health-insurance-relevant information" with the Human Services Department and the Exchange for the purpose of determining and notifying taxpayers of their eligibility for health coverage programs.
